Origin of the Name
Using the names of its starting point Gangjin and end point Cheonan, the road was named the “Gangjin ~ Cheonan Line.” The number of this north-south bound road was given the odd number 23.

National Road No. 23, a.k.a the Gangjin ~ Cheonan Line, measures 384.74 ㎞ in total length. The entire stretch of road is fully paved, of which a 2-lane stretch measures 160.07 ㎞ in length; a 4-lane stretch, 248.78 ㎞; and a 6-lane stretch, 1.26 ㎞. The section that passes through Jeollabuk-do measures 129.18 ㎞ in total length, of which a 2-lane stretch of road is 27.96 ㎞; a 4-lane stretch, 99.97 ㎞; and a 6-lane road, 1.26 ㎞. The section that passes through Buan-gun from Julpo to Dongjin, measures 28.39 ㎞ in length. The main stops include Julpo-myeon, Buan-eup and Dongjin-myeon.
Background of Construction
The Expressway was constructed with the aim to develop the local economy by expanding the transportation networks within Chungcheongnam-do, Jeollabuk-do and Jeollanam-do and securing convenient points of access to and from the metropolitan area.
Development
Due to the increase in road traffic volume travelling between Buan, Gimje and Jeonju, the Expressway was expanded in 2002 from a 2-lane road to 4-lane and 6-lane roads.
Current Status
National Road No. 23 is a north-south bound road that traverses the plain of Buan County. Internally it connects Julpo-myeon, Buan-eup and Dongjin-myeon, and externally it serves as the major road in Buan connecting Buan and Gimje. The traffic volume per day that passes the sections between Gochang and Heungdeok to Buan and Boan totals 3,813 vehicles as of 2019. The traffic volume per day between Buan and Boan to Dongjin tallies 6,225, and the traffic volume per day between Buan and Dongjin to Gimje and Juksan tallies 14,906. The sections from Buan and Haengan to Gochang and Heungdeok [25.5㎞ in length] are the only 2-lane roads in Jeollabuk-do along the whole National Road No. 23. Currently, a new road expansion is under planning.
