Summary
The World Scout Jamboree is a world-class jamboree event participated by over 50,000 young people and leaders from 171 countries around the world with the purpose to nurture friendship and harmony in the world. Organized by World Organization of the Scout Movement, the Jamboree opens every four years. Scholars believe the word “jamboree,” which means “a large celebration or party,” might be connected to the expression “shivareed” used by American native Indians. By opening the 2023 World Scout Jamboree in Saemangeum, Buan County will be able to widely promote Buan and Jeollabuk-do in Korea and abroad. The event is expected to not only elevate the status and culture of South Korea but also contribute to spurring local economy.
Origins and Background of the Festival
The founder of Scouting Baden Powell wished to hold cultural exchanges between different countries and enjoy adventure with young people who would contribute to the development of society. The event has since been held every four years, and representatives of the member countries voted to decide the next venue at the World Scouting Board held every three years. In 1991, the 17th World Scout Jamboree was held under the theme “Many Lands, One World” in Goseong County, Gangwon province in Korea with 19,083 participants from 135 countries visiting Korea. At the 41st World Scouting Board held in Baku, Azerbaijan in August 2017, 607 members out of 972 voted Korea as the place for the 25th World Scout Jamboree.
Content of Events
The 25th World Scout Jamboree under the theme“Draw Your Dream!” will hold various events including the opening ceremony, activities (camping, water sports, hiking, cultural events, and more) and night-time social events such as the Night of Korea and the Night of the World. The programs will be held for young people to engage in social activities, grow up into world citizens who will take part in building a sound and bright society of the future. The field of Scouting for Life is to provide the Scouts with activities based on everyday technologies, so that they can grow up to become proactive world citizens. The Smart & Scientific field will organize jamboree programs involving not only participating Scouts but also their friends and families with cutting-edge technologies available on the Jamboree app. The app helps the participants experience the future with robotics and VR reality features. The program will provide the participants with a chance to learn about the field of everyday science as well as STEAM, or Science, Technology, Engineering, Arts and Math befitting the Fourth Industrial Revolution. The Safe & Secured field will offer the Scouts various programs developed by the Korea Scout Board, which will focus on how to prevent and respond to natural and social disasters and emergencies. The “Disaster Safety Olympic” can help improve the participants’ skills to prepare safety measures and help them become a citizen who can play the role of rescuer in times of emergencies. Through the collaboration with various international institutions, the field of Sustainability has measures especially for the Scouts to practice sustainable development goals as well as activities to establish specific plans to develop a sustainable future for people and regions around the world with fellow young people. This will provide the Scouts with a chance to learn how to harmonize with nature and deliver the values of Korea, the world’s only demarcated country, to the rest of the world. Through such activities, the Scouts will be able to contribute to practicing the vision of the World Scout- Making the World a Better Place. The field of Adventure, Culture and Tradition will provide participants with adventurous activities utilizing the surrounding landscape, such as the mountain, river and ocean, and all activities are blended with the educational goal to help the Scouts develop physically and relieve emotional stress, while discovering the value of getting along with others via the spirit of team work and challenge. Especially, the Culture and Tradition category will offer the Scouts a chance to know Korea’s iconic creations, such as K-pop, Bibimbap, and Hangeul, as well as local culture. Through the program “Dream Seeds,” the participants will be able to learn from culture exchanges with participating countries, so that they can broaden their perspectives with not only the traditions of Korea but also many other countries. The event also includes award programs, such as the Hwarang Award, Clean Award, Friendship Award, and more, designed to stimulate participants’ motivation and encourage active participation.
Current Status
On July 2, 2020, the Saemangeum World Scout Jamboree Organizing Committee was officially launched. The committee is a special corporate entity in accordance with the Special Act to support the 2023 World Scout Jamboree in Saemangeum, which will spearhead the role of cooperating with the Korean government, the Jeollabukdo Office, and the Korea Scout Board. It will be responsible for preparing the World Scout Jamboree, operating and executing the event, handling resources, and planning & carrying out comprehensive plans. The number of the committee members will be about 150 professionals dispatched by the Jeollabukdo Office and the Korea Scout Board. The 2023 Saemangeum World Scout Jamboree Organizing Committee consists of two parts: the Korean Government Committee (led by the Prime Minister) and the Task Committee (led by the Vice Minister of Gender Equality and Family).
